whenever i enter a new area i get a message in the message box that says that i have some skills i can unlock but i need to speak to a Priest of Balthazar, my question is who and where are these guys??

The Priest you'll most likely be able to get to is in the Great Temple of Balthazar. To get there you need to be able to see the "ship" icon on your world map. Click it and you can travel there. You can also get to a Priest through your guild hall (if you have one and if it has been bought from the Guild Lord) or at the outposts for PvP arenas like Alliance Battles or Random Arenas, etc.

He can unlock skills for PvP use which you can then buy for your PvE characters from the relevant skill trainer for the campaign that skill belongs to. For instance, if you were to unlock "Conviction" for the Dervish you can use that skill on any PvP only character you have and also buy that skill from any skill trainer in Nightfall, despite the fact that normally you wouldn't be able to get it until you got about half way through the game. It unlocks that skill for ALL trainers in that campaign.

He can also unlock runes, weapon mods, etc for use on PvP characters. Usually to unlock something costs you some Balthazar Faction which you gain when you play PvP, but there are free skill/equipment unlocks available through codes you get when you buy certain versions of the games, which is i'm assuming what you have.
